Banking Union is an unfinished project that just requires a bit more political will to achieve. With Merkel weak and boxed-in the top-down approach may not be possible in the medium-term but a bottom-up process that creates de facto Union through cross-border mergers could be. We review the potential costs and benefits for the main players if Unicredit were to be used in the first wave of such consolidations.
