Banking Union is one of the long-term requirements to create long-term stability in the Eurozone. Countries that see themselves as winners of the current economic environment do not want to take on additional risk but those that are losers certainly want to pass-off some risk. If all players cannot come together and find a workable structure then the entire system is imperilled, with little time left for reform.
