Trump is still active in the trade sphere – looking for victories/villains – as both are valuable to him before the November midterms. In order to try and retain an impeachment-proof majority in the House and Senate the president needs to keep some kind of consensus on trade. This means that China is still the most likely main villain but, if a deal is done, this could shift to the EU as NAFTA stakeholders are too strong.
