The corruption scandals in Brazil have gone beyond any attempt to localize the disruption and now seem to indict the entire political class. Strong institutions are needed but even the judiciary seems to be losing public support as its role is inevitably politicized. Without speedy reform capital flight and low investment levels will become the norm. It is not impossible for democracy to be subverted in some form.
